Been wanting to play the server for some time now but when I go through the files after extracting there is no client? So I can't play..

I'm not quite sure what you mean. Just click run.bat to run.

when i dled it it was 19.something and instead of a java sign it was a orange cone sound audio pad when i clicked it . should i have clicked beta client dl

There shouldn't be anything wrong with the regular client, but you can try the beta client as well.
